It looks like the UN's empty words every year for the last 10 years does not scare North Korea from trying out what it wants to try out.
When a place like Korea or Iran wants to play rough, they know that the USA cannot do much apart from talk, because most of the worlds bad states have either Russia or China or both behind them if things get bad.
